JDN,
I think that is a great idea. I also like the idea of having an automatic termination clause after some predetermined schedule for all future programs. That way, when it comes time to vote for new programs that spend taxpayer money, it becomes an "either/or" question rather than an "and" question.

You can have your arts funding that benefits maybe 1% of the population *or* you can have retirement health care. Time to put some priorities on this stuff.

Another simple approach to the budget would be to freeze all departments at last year's level. You could even give them an increase for inflation. The economy would have grown out of the deficit in any past five year period.

Of course, I would like to see some departments dismantled in the process but it could be done in a very evolutionary way.

My cousin (a lawyer) was involved in some government labor arbitrations and came away with the realization that government workers "own" their jobs.

Your plan sounds an awful lot like re-installing new software, which we are all familiar with.;)
