Your post is wrong.

Claim:"Once Grey Davis and others caught out to the mammoth ripoff it was too late."

Truth: Davis knew about the problem early on, and went quickly to the Federal Government (FERC in June 2000) and appealed for help in person to President Clinton (August 9, 2000) for help - even complaining then about manipulation from Out of State Producers.

Claim:"They tried for justice but Bush stacked the deck at FERC with his cronies and the latest ruling gives California no refunds at all despite overwhelming evidence of fraud"

Fact: President Bush's only two appointees to the FERC were not confirmed by the Senate till late May, 2001 (and weren't sworn in till June 2001)
