Saddam has a lot more power and potential for destruction. OBL is harder to deter. It might be possible to deter Saddam it isn't possible to deter OBL as far as I can tell.

But even if we can deter Saddam from using WMD (or at least using them on us), that doesn't mean he can't cause problems by merely threatening to use them. And I don't want to count on even deterring him from actually using them unless there is no other choice.
