When he says length I believe he is referring to the the number of points encompassed by the movement.

He apparently has wave 4 dipping below wave 2, but finishing above. This of course makes wave 5 start above the low point of the previous movement and changes it's length as well (by changing it's starting point).

It seems a bit dicey (especially in deciding where to measure from), but it's the only way he can validate his count.

If we chose to measure 5 from the bottom of the previous movement, it would not need to take out the pivot high to exceed 99% of wave 3... but then, if we measured from that point, it also would not be a valid count, since 4 would end below 2.
