I think there was plenty of incentive for domestic development - but the loss of empire and cheap raw materials eroded their strength. And at the end of the war, aside from no Marshall Plan for Britain the US were able to take over gold holdings and foreign possessions as part of the lend lease deal. But to call Britain a third world power is sheer hyperbole - it is still a major manufacturing nation and financial and cultural center. And unfortunately it still sees itself as a military power as attested to by Blair's role re Iraq.
