It became a race as to who could build the most weapons of mass destruction and still have money in the bank. When the Soviet Union lost out on the latter, things, well, changed. But let's not discount the fact that world communications also increased and more citizens of the Soviet Block countries becamse aware of alternatives, thus changing the will of the people.
