Yes, we still agree, I mean, we agree on what you meant ny hour: the hour spent working. iow I should have said productive, but I did not feel well about the moralizing connotation this adjective can have - which is what your last paragraph >>there's no reason why voluntary workers and voluntary layabouts doing nothing shouldn't be counted too.<< addresses as well.
