NK was violating the agreement well before Bush's statement, hell before he was elected. How do you square THAT with the notion BUSH caused the problem?

You are incredibly well informed. Even the adminstration has not gone this far. Articles I have read have both 1) questioned the validity of wether NK really has these weapons yet operational and 2) these weapons could have been built at anytime, dating from Bush 1 trough Clinton and Bush 2.

I don't pretend to know the answer as you seem to, but I do know this and I have told you before. The Koreans are re-starting the program NOW. Two years into the Bush administration, one year into the axis of evil speech, several months after the pre-emptive strike doctrine, a year into the Iraq fixation, and a year plus into an adminstration whose overriding concern is dominated by war rhetoric and re-ordering of the world not to its liking.
