It's not surfing the financial system, even if that's what some who do it like to call it. The job is 'allocating capital'. That's what capitalists do. Those who do it badly, go under. Those who do it well, profit. Same as in any job.

Good allocation of capital is what capitalists do. Communists don't like capitalists surfing the financial system. The communists want to do the capital allocation. Because they don't spend any time learning how to do it and aren't tested under fire for a few decades before they get to allocate large amounts of it, they destroy capital [and people] in large quantities. Then they wonder what went wrong.

The ignorant, envious people who see surfing of the financial system want to drag those people down. That's not a smart thing to do. It leads to poverty. Check out India for a place where no surfing goes on. Evil capitalists have been held in check there. Note in China how there has been huge growth since surfing has been allowed.
