Well, Enron could have saved $5,000,000, and just gone to Governor Davis' web pages. Because, it is clear that Gray Davis went to the FERC and President Clinton during the summer of 2000 for help (because of the high wholesale electricity prices). It is clear that Gov. Davis strongly suspected that California was being ripped off by "out of state generators" that summer (he just didn't know exactly how), and he shared these concerns with President Clinton (when Gov. Davis asked President Clinton to help California).

The strategic oil reserve, and President Clinton's tapping of it - had almost nothing to do with electric power. Almost none of the electricity produced in this country is from burning oil (except for maybe some co-generation that occurs at oil refinerys).
