John, the bottom 50% of earners pay only 3.9% of the total income tax. He can't refund much to them because they don't contribute much. Instead, it looks like he gave a $3K gift to those on unemployment.

Dear John: Bill answered your comments right, I thought. You can give BACK something that isnt PAID IN. Trouble with the Dem plan is its just ONE YEAR only and THATS IT. Bush plan looks to the future and is attempting to lay the groundwork for a sustained recovery. As to retirees, most have something associated with the stock market, those will certainly benefit if market improves. Seems to me the BEST thing you can do for low income people is to provide better paying jobs so they can become HIGH income people. (gg). Maybe some kind of job training credits would be a good thing? jdn
