South American, Latin American and until recently Mexico didn't gain much in terms of development from the US.

They are all better off than Cuba. Even if you can find a few with comparable economic conditions, they are not slave states.

US certainly took valuable mining and timber resources, and exploited Third World labor etc..

The most "Exploited" Country in the Americas has been the US. We were built by European Capital and Expertise that came over here to make a buck and take it back to Europe, and they did. In the process, they helped us build this country, and still invest here.

poor Latino folk haven't gotten much of anything from all of the US presidents combined.

Our Presidents are not here to give Latin America anything. They are here to govern us.

Cuba didn't miss much of anything at all in terms of development.

Read some books and look at some pictures. The country is still in the same shape it was in 1959. Or worse. Without Castro, it would be the richest country in Latin America. Take a look at what the Cubans who managed to escape from that slave state and went to Miami accomplished. They could have done the same in Havana.

easy to exploit small countries

They should all get "Exploited" like we did!
