If the money they should be using to create jobs wasn't being confiscated to pay for the thousand permanant Enrons that IS government, there would be labor shortages...

Well, off the top of my head, reducing the number of gov't employees, as well as putting some curbs on gov't employee benefits, would provide more money for other programs.

You have a point. With private enterprise suffering, it likely won't take up the slack.

There are other ways to improve gov't's efficiency as well...
