Charging Up the Credit-Card Companies

The regulatory body that governs credit-card penalty fees has released its decision to allow those fees as long as they are not abusive.

The benign ruling is causing several credit-card stocks to rip on the upside.

I am shorting more Capital One (COF:NYSE) and American Express (AXP:NYSE) because of a tepid environment for consumer spending.
