Because everybody is addicted to the freebies.
When any new program is announced, people first wonder what they are going to get from it.

Look at the cry that went up when Congress adjourned without doing anything about extending unemployment benefits. 26 weeks of benefits expired. Half a year for someone to find a job or start an apprenticeship.

But those mean Republicans cut off people's benefits right before Christmas.
