Clinton gave us a surplus and balanced budgets. The markets loved it and took off. The markets went too far though, and everyone involved is to blame. The administration does not control the markets. If they did Bush would be sending them flying again but he cannot. The markets hate the Bush deficit spending bankrupt-the-government policies. And they hate the emphasis on war and oil. This despite low-low interest rates. If Bush is bounced in 2004 the markets will soar.
