It's the same the whole world over !! I can remember on one New Zealand Base I was stationed at the Base Commander spending a cool half million on refurbishing his base house - and this was when airmen were living in accommodation built in the 1940's as a temporary measure. The there was the year long battle I fought to get a disgusting airman's concrete toilet block (same 1940 vintage) upgraded only to find that the money had been diverted to pay for a mezzanine floor for the aircrew to have their morning coffee in.
Then on one Base there was the runway extension which cost five million dollars only to have the Base closed the following year.
.....and, oh yes !! - let's not forget the "navigational excercises" the aircrew were obliged to fly. Somehow the destination always ended at Singapore or Fiji for duty free shopping - then we had the spectacle on the aircrafts return when all the brass hats and their wives piled off the aircraft laden with their shopping bags. Quite recently the Chief of the Defence Staff decided to pay an official "visit" to a number of countries. However, on this occasion it backfired when it was revealed by the press that every destination was close to a first class golf course and that the General and his entourage had spent nearly all of their time on the various golf course's and did not, as they were supposed to do, discuss defence matters. It was a rort and it still is.
