I merely scanned the material, and do not, of course, know much about the situation in itself. I do not, therefore, feel competent to comment. I will only note that your contradiction is bogus. The common thesis was that growth should pay for itself, and had heretofore been subsidized. Thus, subsidized growth is the problem, and unsubsidized growth is the solution......
