If Bush proposed to make dividends partly tax deductible to corporations that would have been more equitable as because as I now see retirement accounts will still have double (but deferred) taxation. I still haven't heard about regular mutual funds.

The Estate tax doesn't seem fair but is a fairly efficient tax in the economic sense. The main "distortion" it seems to lead to is more charity. It can be seen as more fair than double taxation of dividends as the descendants didn't do anything to earn the money - not even avoid spending it.
