Hi Elmat,

We are looking at the Telecommunications Reform Act of 2004 getting underway.

First the FCC holds court (Spectrum Policy Task Force, Rural NOI, Unlicensed NOI, etc.), then Congress holds hearings that all must lobby, then it is decided to put all the proposals into one Act, during a presidential election campaign, and let the FCC and the courts figure it out later.

The FCC is an Organ of Congress
