Which would seem to be a very good idea economically speaking. One of the liberal left arguments against tax cuts is that they simply redistribute wealth.

The dividend tax cut will result in money entering the system that was otherwise just sitting on the shelf collecting interest. In effect, there is no redistribution of wealth as no tax revenue would have been generated if the money stayed put, and as a stiumulus package - it is actually one, as new money actually enters the economy and is not simply money changing hands.
