"The Telecom Regulatory Authority of India hereby directs you under Section 13 of TRAI (Amendment) Act, 2000 to ensure completion of calls originating in TTSL network and terminating in your (Bharti) network with immediate effect," Trai said in its letter to Bharti Cellular. Trai said that, according to the Cellular Services Licence Agreement, it was mandatory for cellular mobile service providers to provide interconnectivity to all other telecom services for smooth flow of traffic and to meet the quality of services norm end-to-end as well as on the interconnection links. "Selective blocking of calls, as reported, is highly objectionable and violate the licence agreement," it said. Trai has also given similar directives to other cellular operators to pave the way for routing of the WLL calls of basic telecom operators through their network. When contacted, Bharti officials confirmed receipt of the letter but refused to comment saying, "We are looking into it." Trai said that compliance to licence terms and conditions and to protect consumers' interest according to Clause 11 (I)(B)(1) and (V) of the TRAI (Amendment) Act 2000, should be from immediate effect and the same should be reported back to the authority within three days. TTSL had written a letter to Trai on December 31, 2002 seeking its intervention to resolve the matter saying the WLL-based limited mobile customers were facing the problems and the TTSL was routing its calls through Bharat Sanchar Nigam (BSNL) and Mahanagar Telephone Nigam (MTNL) networks.economictimes.indiatimes.com
