There is unclassified CIA information from 2000, that would suggest otherwise. I've also read (not CIA info) that it is believed, that the North Koreans started up a program to enrich uranium in the late 90's.

The only thing President Bush did: was confront North Korea, and get them to admit, that they never really stopped trying to develop nuclear weapons.
