There could be an intra-quarter event like a charge or merger that dramatically changes the situation.
Remember the old dividend exclusion - 1st $200 or something like that were excluded I suspect something structured like that, but at a higher amount [2-20k?] is going to drop out at the end of this process. Simple and helpful to the vast majority of voters without providing a big, expensive windfall to the top 2%.
