It also looks like the tax increase won't get enacted so is it "functionally meaningless"?

The cuts that the politicians proposed would be less popular then the other cuts that you call functionally meaningless. So I can't see how lack of support for other cuts makes them meaningless. In a time of crisis the politicians could have pushed other cuts and probably would not lose as much support as they would lose for proposing the cuts that they did. The only reason these particular cuts where proposed was as a tool to ram through the tax increase. That doesn't make them particularly "functionally meaningful".
