A ruler can cow people. However, if you look at the Soviet Union, very little was accomplished, culturally speaking, by repression. As soon as the repression lifted, people began to pursue national aspirations (for example, in Belarus and Ukraine, the likeliest to have been "Sovietized", given their similarity to Russians); religious faith bubbled up from underground, and it turned out that a number of religious schools and congregations had existed under the radar of the regime; and other signs of a culture that had merely gone underground were manifested. If Sparta comfortably adopted Lycurgus's scheme, it was because it was congenial........
