the Carnegie Q&A is indeed worth a look. Their nonproliferation shop is top-notch and a super source of reliable data. I know one of the authors of the Q&A (Wolfstahl) and he's a good guy. All that said, I found it a bit odd that Hewitt cited it, since it would seem to support Marshall rather than him...

Thanks, Michael. It's good to let Hewitt have his response. I notice tek says the link Hewitt offers actually supports Marshall. Wheels within wheels.
