Vitus, under the conditions to which you described, there's usually an arrest--not a war--that precedes such an event. Specific foreknowledge would have been great and could have saved many lives.

Hypothetical question: suppose Country X had concrete evidence that the U.S.A. was about to make un unprovoked bombing attack on Country X's civilian facilities a few months before it happened. Would you support that country to bomb the U.S.A.?

Evacuating WTC would be a less drastic course of action.

Of course, the downside is that there would be no oil fields for friends in Texas. Ah well...
