It doesn't surprise me at all. IMO, the medical industry is a near monopoly industry, with a middleman (insurance)...

..Last I heard all slots for the Surgery residency program were not filled in the last round. There were open spots.

. ..and yes there are numerous doctors here on J-1 Visas.
