Every Administration adopts the "rosy lenses" approach to financial forecasting....they are politicians after all....

Course the times and circumstances are not the same but what the hell are you going to do after you've allowed state spending to increase 38% in 4 years and now face the consequences. Republicans will try to get a budget law like Colorado's that limits spending to inflation and population growth.
