Tax relief is assistance.

Not taxing someone is not taking money from them. It is no more an example of providing assistance then my refraining from sending you a bill for $10k is an example of me providing assistance to you.

If you default on your loan, the transactions are classified as "debt relief" and will receive a 1099 for that transaction. This will be treated as INCOME even though you didn't get one dollar in cash

1 - You are talking about debt relief not lack of taxation. If someone loans you money and you don't pay it back then they have in effect given you money.

2- Again you are referring to the US tax code. Whether I am refraining from billing you or the government is refraining from billing you it isn't a subsidy except perhaps under the US tax code. I could make a Tim tax code and send you a bill. The fact that the person or organization taking the money from you writes up rules as to how and when they will take the money and how much they will take is not really important in this context. Not taking money from you is not giving you money, it is not providing a subsidy. Similarly If I mailed you a check every week for $500 and then decided to stop I would not be taking money from you, I would just be ceasing to send you money.
