A dividend is just interest paid for holding a share of a corporation. However, interest paid by a bank does have your principal covered from loss by the FDIC. But the differences won't stop the demand that interest be treated same a dividend. And even on the 1040, there is an interest and dividend exclusion, so both have been treated the same in the past.
