This confirms earlier reports, but you have left out Bush's own decisions. Frum says (among many) that the Karine A affair was really the last straw for Bush - his attitude towards Arafat was, you may have gotten away with lying to the face of Clinton and Solana, but with me, it's gonna cost you. I'm not putting up with that sh-t.

P.S. Considering how much effort Clinton put into the ME peace process, and what kind of a "return" he got for his effort, I don't think a new administration would have needed a real aversion to Clinton's policies in order to decide not to wrap itself around the same tar baby again. Though the aversion made the decision easier, I grant you.
