Even Lincoln suspended habeas corpus as a temporary measure. None of these things are meant to be permanent, but emergency measures designed to forestall catastrophic attacks. I consider it midway between ordinary administration of the laws, and the invocation of martial law. When there is rioting in the streets, we do not wring our hands about the imposition of curfew, identity checkpoints, or courts martial for civilians. We wait until order has been restored, and then expect a return to normality........
