ciena has done well this year. for those who bought after it fell to 40, it is a consolation that it may have hit bottom

And the Bells might be more inclined to commit to capital expenditures if they aren't then obligated to let the alternative carriers take a chunk of it at below wholesale rates (or so I'm told}
