There was no prediction that said the US proposed to "kill unknown numbers, maybe millions". And that's what Chomsky said:

Re. whether the "prediction" happened - are we to believe the US killed millions of Afghans and Chomsky never said anything about it? Ha. He would be overjoyed at finally finding proof of American evil.

If someone calls Chomsky a liar the burden of proof would be on them, however anyone maintaining that the US has killed or indirectly caused to die millions of people in Afghanistan post 9/11 would fairly have the burden of proof placed on them.
