Here's the math (one of my degrees is in math)

It costs 1 currency unit to run a country
2 groups are the subjects,
1 gets a religious deduction for 10% tithe. (1-0.1)=0.9
1 gets none (for one of several reasons)

The bills must be paid:

1 CU = ((1-0.1) + x)/ 2 * TaxRate
x=1.1

For the person with no religious deduction: No acceptable religion, you get screwed. Effect: Religion is established. I'm done -- bye.
