Not sure what the question of Bush's decisions on Arafat has to do with views on Israel, precisely. It seems pretty clear that although Bush wasn't eager to clasp the tar baby, the Bush administration started out by continuing to talk to Arafat and the PA (remember, the intifada was already six months old when Bush arrived on the scene). Several sources (such as Time Magazine and David Frum, and some other articles in the WaPo) have told me that it was a turning point for Bush - personally - when Arafat lied to him over the Karine A affair, and I can find no good reason to disbelieve these sources.
