At least I earn a convert for my theory of population-replenishment a.k.a tax-payer importation.
Look carefully and you see that the policies implemented by Bush administration is inimical to foreign people. The trend is towards people sending their children to the UK and Australia as their destination due to the US fears of foreigners.
Just look at Norman Matloff form the University of California, Davis to see how immigrants are loved in the US and how he thinks they are a hindrance to the US economy.

CONCLUSION:
The US traditional fear of the foreigners plus its Fort Apache mentality is one of the reasons that will contribute to its downfall
