we had a ton of new freeway construction still going on in the silicon valley/SF peninsula area in 2001 after the bubble had clearly collapsed and it was apparent things weren't going to get better anytime soon. At that point here on SI some people were discussing the "impending CA budget crisis" and that was practically a year ago. There was no reason (other than the politics of admitting CA faced a budget crisis) for Davis to keep the charade going... he should have slammed on the brakes THEN.
