Gray Davis increased spending by 37 % stating that the money coming in to the state would be forever. You know Yahoo was going to 1000. If he had kept to the rules of increasing spending by the normal rate of growth then there would be no deficit. A fool by all costs with no business being in charge of anything but a mental ward.
