Bush partially responsible for the gloomy world economy.
War talk, oil, cover-ups, over-spending, deficit creating and special interest pork do not a healthy economy make. And the US drives and inspires the US economy. Bush has done absolutely nothing for the tech market for example. Perhaps our greatest export.

Unfortunately, not at all certain, IMO --- there are too many ways America can decline into insignificance from self-destruction, economic collapse, endless civil conflict, accidental military "plague", or simply long decline from a world deciding that the US is the least-desirable trading partner.
