some suggest it will be three to five years to rebuild the oil fields without Saddam even trying to damage them.. They are run down and in disrepair.. Also he has neglected the country for so long massive amounts of money will be needed in the first few years to rebuild hospitals, factories, provide food etc.

This country may not need massive amounts of aid but certainly will be spending what income they can get from oil for the their restructure.

I agree. But I'd like to add that the fact that you can't get a war, against a nation that is soaking in oil, to pay for itself, is a pretty good indication that the world is trending towards a more peaceful condition. The fact is that humans are far more powerful in defense of territory than they are in attack on it.
