$100billion is the lowball estimate, and those "peanuts" would be about 50% of Iraqi oil income. From this source, those "peanuts" would actually be about 100% of Iraqi oil revenues over 10 years, at the rate of the last 5 years:

The idea of the Saudis and Kuwaitis paying us to finance Perle's "Saudi next" scheme is amusing. Of course, in the scheme of the ocean of red ink W has on tap for us, $100 billion is indeed peanuts. It's still the lowball estimate, though.
