I agree, government regs are way behind on electronic communication. I consider it more a matter of incompetence than a conspiracy.

You used the term "electronic traffic", which includes postings here.

As to email, you send it through a common carrier and ISP which is not a government agency, and has no legal obligation, so far as I know, to keep it private. The letter you mail goes through a quasi-governmental agency carrying out a constitutional function, and is covered by the Constitution. But private carriers aren't covered by the Constitution, as I'm sure you know.
