The best way to shore up Social Security is to reduce or eliminate the budget deficit. I think that is what O'Neill was referring to. If you are a boomer looking forward to the time when Social Security revenue is less than Social Security payments, you want a small debt so the amount of Social Security surplus can be paid back from the general treasury.

I'm sure he was referring to two things he's mentioned before:

1) 'Privitizing' S.S., and

2) Reducing the ballooning deficits.
