Plunder has been used to finance wars for thousands of years. But in terms of paying for a war, it is more effective when the attacking force is more barbaric, and therefore has a lower cost structure.

Good point. The proposed Iraq campaign, evaluated purely on ROI from the Iraqi oil supplies, is not cost-effective. It would make much more sense to drop the sanctions and buy the cheaper oil on the world market, and skip paying the $50 - 100 billion, or whatever the war is going to cost.
