I like the approach Colin Powell took on this issue. He addressed the inadequacies in selecting military officers by recognizing military "culture", (there goes that world again John), had traditionally only recruited at colleges and universities which were predominately white.

By addressing the habits of where recruiters sought the "best and the brightest" from, he successfully recruited highly qualified black officers into the service.

This kind of approach should serve as a guide to universities who wish to keep the bar on admissions high, while at the same time diversifying the population of students.
