And incidentally, no, I don't think that using the death penalty to defuse a hostage situation is indicative of the death penalty being a "deterrent." I think that, if anything, it's more indicative of the deterrent value of threatening someone's life and that, in many of those same cases, threatening someone with death via another credible means - say, by bringing the perp's attention to a looming police sharpshooter - is likely to work as well.
