The Republicans do not have a filibuster proof majority in the Senate so cannot be said to be "completely in control" of it.

So... you're leaving "wiggle room" if anything goes wrong, the Democrats can be blamed if they filibuster anything? How about if they compromise on anything?

How about the other question I posed: how would you create a situation in which the GOP was ACTUALLY RESPONSIBLE FOR WHAT HAPPENS?

Or is it never responsible, even with a majority in both houses and the Exec Branch?
